Paul MaddenPaul Madden


Paul is Chair of St Kilda Community Housing and has been on the Board for 10 years. He currently works as a consultant in financial management and community programs. Prior to that, Paul had many years experience as a housing policy analyst, including producing the first ever study of rooming houses in 1977 for the then Australian Housing Research Council.

Paul has also been a State Manager for a Commonwealth Department as well as a Company Director.

Catherine Harris

B.Comm. Grad. Cert. Management

Catherine joined the Board in late 2011. She is currently General Manager of Business Services at Sacred Heart Mission. Prior to her time in the community sector, Catherine spent 20 years with the Coles Group in various management positions. She is a local resident and has been on the council of the St Kilda Primary School and the Management Committee of St Kilda Steiner Kindergarten.

Sally Cunningham

BA. Occ. Therapy,Grad.Dip. Community Mental Health, MA Public Policy & Management

Sally has worked in clinical, project, policy and service development, strategic planning and managerial roles in the mental health, community health, local government and hospital sectors. She is currently the Allied Health Workforce Development Manager at Melbourne Health. Sally has been on the Board since 2001.

Mark GoveMark Gove

BA, Grad.Dip. Community Development; Grad. Cert. Housing Policy & Management

Mark has been on the Board for 3 years. He has more than 20 years experience working in a range of roles within the housing and homelessness sector. Mark is currently the Inner and Middle South Manager of HomeGround. Previously he was policy and research manager for the Aboriginal Housing Board of Victoria, a rooming house manager for the Inner East Rooming House Group and the Fitzroy and Collingwood Accommodation Service. He also worked directly as a housing practitioner with North East Housing and the Inner East Housing Service.

Geoff BarklaGeoff Barkla

Geoff has served on the Board for 2 years. He has had many years experience as a business and industrial relations consultant. Geoff also brings with him a considerable background in local government, haviong been both a councillor and a mayor for the Broadford Council.

Geoff retired from full-time work ten years ago.  But, prior to retirement, he was director of industrial relations with Telstra, General Manager of National Directories at Telstra (including Yellow and White Pages), and Chairman of Directorynet Inc. in Atlanta, USA.

Janet Cribbes


Janet served as Councillor, Deputy Mayor and then Mayor of Port Phillip Council between 2004 and 2008. She has worked for a number of years in services run by not-for-profit agencies as well as for Victorian and Commonwealth government departments. Her area of expertise lies in community development work around drug and alcohol prevention programs. Janet has only recently joined the Board of SCH  and is currently working as the Project Co-ordinator for the Bushfire Community Recovery Services run by Centacare Melbourne.

David Gibbs


David joined the SCH Board in 2011 and is also a long-standing local resident of St Kilda with significant experience as a chartered accounant. He has worked with some of the largest accounting firms in the country, such as Price Waterhouse. He also brings to SCH considerable experience in various not-for-profit organistions, including the Foundation for Very Special Kids and The Abbotsford Convent Foundation.


John Tansey

BTheol(Hons.), AdDIPMin.

John is the minister at the St Kilda Parish Mission (Uniting Church). John has been involved with housing in different forms since 1981. His experience has usually been community-based models of provision, including the establishment of a short-term service for young people on the Mornington Peninsula. John is heavily involved in the local community through the Parish Mission, St Kilda UnitingCare and the St Kilda Community Group. John has recently returned to the St Kilda Community Housing Board after 5 years of involvement from 2001-2006.
